With China's accession to WTO WTO, in order to fulfill its WTO commitments, on December 3,2001, the State Administration of Quality Supervision and Inspection issued the Regulations on the Administration of Compulsory Product Certification, which replaced the original import commodity safety and quality licensing system (abbreviated as the CCIB mark) with the compulsory product certification system (CCC), the electrical product safety certification system (referred to as the Great Wall certification), the national safety certification (CCEE) and three certificates. The implementation and supervision shall be carried out by the CNCA of the China Accreditation and Supervision Commission and by 15 license-issuing institutions and 152 laboratories authorized by the Commission. It is stipulated that the first batch of applications for certification of the 19 categories and 132 products listed in the compulsory product catalogue must be CCC certified and affixed with CCC marks to be sold on the market from 1 August 2002.

In accordance with the "Notice of the National Accreditation and Supervision Commission on issuing the implementing rules for compulsory product certification "(No .23 of 2014), in order to cooperate with the effective implementation of the new version of the implementation rules, the relevant designated certification bodies shall formulate corresponding rules for the implementation of certification in accordance with the requirements of the new version of the rules. The implementation rules and the implementation rules are implemented together.
According to the provisions of the implementation rules, the enterprise divides the enterprise into A/B/C/D four grades according to the principles of factory inspection conclusion, sampling test result, supervision and inspection conclusion, product quality status, etc. The grade will directly affect the certification mode applicable to enterprises applying for CCC certificates, such as A type enterprises basically do not need the first factory review.
